About the program:
On June 27, 2025, Governor Ayotte signed into law the “bell-to-bell” ban on student cell phone use in schools. The law requires school boards and boards of trustees of chartered public schools to develop and adopt a policy that prohibits all personal communication device use by students from when the first bell rings at the start of the school day until the dismissal bell rings, with approved exceptions for students with disabilities or language proficiency needs.  With the bell-to-bell cell phone ban already in effect, educators are faced with a new challenge: how to respond to student and parent requests for cell phone use accommodations under Section 504.
