In addition to increasing funding for general purpose aid and placing caps on funding for administration, the new State budget includes a comprehensive law authorizing the creation of "school management and leadership centers" (SMLC) in 9 to 12 geographic areas of the State, as determined by the Commissioner of Education. This law contemplates profound changes in school administration and governance, and provides financial incentives for school units to join an SMLC. Our attorneys will provide a thorough overview of the law and the factors school boards, administrators and communities should consider in deciding whether and how to form an SMLC.
